  14.             TWindow] that together with some utility routines provide floating
  15.             palettes, ordered windows, windows grouped together in layers that
  16.             move together (as MultiFinder layers do).  Alerts and special
  17.             dialogs can still come in front of anything that floats.  Layers
  18.             can provide special activate/deactivate actions.
